Dayang Norliah binti Haji Kula was born in 1968.

She graduated from the Dundee University, Scotland where she was awarded a Bachelor’s Degree in Accountancy.

In April 2017, Dayang Norliah was appointed as Permanent Secretary (Performance) at the Ministry of Finance.

Dayang Norliah began her service with the Government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam in 1990 as an Accountant. Prior to her appointment as Permanent Secretary, she has held various positions in the Ministry of Finance. These include Senior Finance Officer, Brunei Currency and Monetary Board (2006); Managing Director Supplemental Contributory Pension (2010); Managing Director at the Employees Trust Fund (2011); Accountant-General, Treasury Department (2016).
